Salary: $10,428 to $16,688 per month (EM-07, Minimum to Maximum)

Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Duties Summary

The Agricultural commodities Marketing Administrator is responsible for planning, organizing, administering, directing, and coordinating the State's agricultural marketing and development programs which aim to facilitate trading and orderly marketing; and to seek out and expand export and local markets for Hawaii grown commodities. Division activities include conducting market research and promotion of Hawaiian agricultural commodities and value-added products (e.g., candies, cookies, coffee, etc.) produced in Hawaii using agricultural commodities grown in Hawaii; collecting, analyzing and publishing statistical data relating to Hawaii’s agricultural industry; and collecting and disseminating information on prices, supply and market conditions. 

Minimum Qualification Requirements

To qualify, applicants must meet all of the following requirements:

Legal Authorization to Work:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


Education: A bachelor's degree in marketing, agricultural economics, economics, or related field which provided the applicant with a broad understanding of the production, development, promotion, and/or marketing of products.

General Experience: One (1) year of progressively responsible professional work experience which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend courses of action. Such experience must have demonstrated the ability to elicit information orally and in writing, apply problem solving methods and techniques, identify alternatives, use judgment in determining appropriate alternatives, and prepare clear and concise written reports and recommendations for action. 

Specialized Experience: Three and one-half (3-1/2) years of progressively responsible professional work experience which involved performing or supervising work related to the study of existing and the development of new marketing operations, systems, and practices to advise on and effect possible improvements and solutions to marketing and promotional problems; development of strategic marketing plans and promotional projects for products; planning, implementing and monitoring product promotion programs; etc. 

Examples of qualifying work experience include, but are not limited to work as: 
(1) A marketing consultant or specialist responsible for gathering information and advising on improvements to marketing practices, systems, and related elements; or 
(2) An economic development specialist responsible for planning, organizing, and implementing advertising, public relations, and promotional activities for products and conducting feasibility and new market area/product studies. 

The experience must have provided the applicant with the knowledge and ability to develop, analyze, and implement market development strategies, product distribution and promotion strategies, etc. The experience must also have demonstrated the ability to prepare written reports; speak clearly and effectively; and solve problems logically and systematically. 

Supervisory Experience: One (1) year of work experience which involved supervising others performing marketing, product development and/or promotional work as described above. In addition to a comprehensive knowledge of the subject area, the experience must have provided applicants with knowledge and demonstrated ability to apply supervisory principles, practices, techniques and methods including: (1) planning, organizing, scheduling and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) training and developing subordinates; and (5) evaluating their work performance and disciplining them when necessary. 

Managerial Experience: One (1) year of professional experience which involved responsibility for identifying program goals and objectives and evaluating their attainment; identifying resource needs (manpower, materials, equipment); planning, organizing and coordinating program activities to attain program objectives within time, resource and budgetary limitations; developing procedures; and actively participating in policy determination, budget formulation and execution. 

Administrative Aptitude: Applicants must possess administrative aptitude. Administrative aptitude will be considered to have been met when there is strong affirmative evidence of the necessary administrative aptitudes and abilities.

Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.
