Summary

This position serves as the Deputy Chief of Horticulture and is located in the Division of Horticulture (AHS) which is responsible for the maintenance of ten acres of exterior landscape, including a six-acre sculpture garden. In addition, AHS is responsible for four interior gardens, 15 greenhouses, four cold frames, and three specialty terrace gardens. AHS also supplies all flowers and foliage for over 300 special events a year. AHS is also responsible for exterior step washing, sidewalk cleaning, daily exterior trash removal and snow removal. The incumbent is responsible for managing the personnel, material, and budget for the horticulture program, and assumes total responsibility for all functions of the department in the absence of the Chief of Horticulture.

Responsibilities

The incumbent:

  • Serves as the Deputy Chief of Horticulture and is responsible for overseeing the work of five horticulturists (grades GS-11 through GS-13), one gardener leader (WL-10), and seven gardeners (grades WG-6 through WG-11) in all division programs including installation of plants. Acts for the Chief of Horticulture in his/her absence in all matters pertaining to the management of the department. Maintains appropriate records. Utilizes records for planning budgets, personnel needs and material for future projects.
  • Coordinates all floral and foliage requirements for the Gallery. Works closely with Special Events, ensuring floral designs and all plant requirements meet Gallery standards and event needs. Is responsible for the acquisition and installation of plants, including fresh flower displays and seasonal plant displays. Ensures that greenhouse cropping schedules and plant needs are in place. Manages grounds, including the sculpture garden and turf grass program, grooming and cultural practices as well as the management of scrubs and trees and annual plantings. Determines needs and rates of agricultural chemicals, including fertilizers, pesticides and growth regulators. Is totally responsible for required pesticide records insuring all laws and regulations are met. Assists the Chief of Horticulture in landscape plans including design. Works with other departments to ensure compliance and reliability. Assists in long-range planning
  • Prepares all budgets necessary for horticultural services and AHS budgetary needs. Ensures tracking of all requisitions, billing and payments to appropriate suppliers. Assumes total responsibility for all contracts necessary to maintain exterior landscape, including turf, large tree pruning, disease control, trash removal, snow removal and sidewalk cleaning.
  • The incumbent applies her/his talents to other assignments, as directed by management or on own initiative, which contribute to achievement of the Gallery's mission.

Qualifications

  • SPECIALIZED EXPERIENCE: Specialized experience is at least one year of combined experience (equivalent to the GS-13 grade level in the Federal service) and education in plant science. Examples of specialized experience are:

One year of specialized experience equivalent to the GS-13 grade level or comparable pay band in the Federal service or equivalent experience in the private sector performing the following:

  • A full-range of professional horticultural responsibilities and tasks. 
  • Knowledge of budgeting and contract management. 
  • Skill in supervising others.

EDUCATION: Are you using education to qualify?

This position has a positive education requirement:

1. Degree: Must have at least a bachelor's degree in horticulture, or a closely related field from an accredited academic institution.

OR

2. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional horticulture.
